This is Stryker on steroids. Big freaking steroids. As you have it written, this guy is a one man army. Screw taking any other troops or arjacks, you really don't need them. You've gone way over the top here, and you need to do some serious toning down of pretty much everything. Some rules like Nothing Left to Lose, Coercion, Hand in Your Pocket, and Quality vs. Quantity need to be removed entirely. Others like Arcane Sheath need heavy modification, as right now you can easily bring yourself up to a POW 16+ weapon - trumping even the Butcher for pure melee potency.

The spell list is likewise incredibly potent for a man professing to be a Storm Guard. You really need to look at some of these effects and ask what other models have similar effects. Right now, you've outright trumped virtually every Cygnar, Khador, and Menoth caster in pure offensive spells.

I don't want to say you need to go back to the drawing board, but you do.
