After looking at this guy I have notice a few things that are a bit of an issue.
Firstly, his feat is a tad too complex. The spending focus to put out templates and then pay so much to move them turns him into a caster upkeeping a very expensive lightshow. I imagine his feat would prove to be his singular or characteristic method of playing in some games and that is not nessasarily a good thing when he has such a broad set of spells and abilities.
I think I understand what you are going for, a powerful sweeping feat with alot of arcane devestation that provides board control and has significant game presence. It is powerful but comes at a cost of focus to fuel the creeping barrage. At 6 focus to put out all the templates in the first place and a further 2 per template you wish to upkeep, this greatly limits the number of duties that Aras can keep up to in the game. Thus I can imagine some games he will be purely upkeeping these templates making his playstyle too dominant on a single aspect of his character, cool but not nessasarily balance. What your intention was for the feat I still think can be achieved by rewording the feat. I concidered some changes and this is what I thought up as an alternative:
Place 6 3" templates completely within Aras's control area. At the beginning of Aras next control phase remove all templates that are not completely within his control area and then move all remaining templates 8" towards a choosen table edge then remove all templates from play. Models entering, ending their movement in or touched by the moving AOE suffer a POW 12 damage roll.
This wording is uses more established ruling sentence structure and does not introduce any new concepts to the game that have not already been explored or exist elsewhere. The feat only really lasts a single round and does not immediately cause damage to enemy models when the templates are placed. Enemy models are only damaged by the barrage when they choose to move into the templates or when the templates do their move in which they all travel the same direction towards a table edge.
