Ah, excuse my forgetting to finish this response.
What should be concidered I guess is how this jack would perform in games versus its nearest competitor: The Destroyer. I am a believer that jacks should be unique enough that when it comes to choosing. It is a matter of weighing up equivilent pro's and cons versus alternative choices. This brings be to perhaps the only issue I see with this warjack: Its points cost.
As it falls into the catergory of the big guy shelling things with its gun of death, these tend to fall into the .
Either lower the range or the power to get it to its current points value. If not I think it should cost at least 124.
I really like it as a frontline jack for a vanguard of other jacks. Like a spriggan or a destroyer in base to base and behind it goes up to DEF 14 vs range and magic, which is not too shaby.
Just to mix it up a little, how about giving it brace for impact on the shield. Add into Gryostabilizer that if it forfeits its movement it cannot be knocked down as well making it a solid point of defence or offense.
I like this idea because when you break things down comparing the two jacks look something like this:
Destroyer has a high power high ranged gun with low accuracy but arcing fire and AOE so it can be very focus efficent. In melee it has only one attack but its big and heavy enough that it can take apart almost any rival jack or warbeast. Its pointed around the mid 120's
The Partisan has a mid range mid damage gun with the ability to fire multiple times without spending focus. Its inaccurate on the move but when stationary has the accuracy of widowmaker squads. Because of this it will probaly need more focus but can take out multiple infantry easily when on the move or heavily damage stationary light warjacks or beasts. In melee it has too attacks but neither is very good at damaging enemy heavies.
